Allows operators and chauffeurs to voluntarily provide emergency contact information (name, telephone number, or address) on their driver's license for use only during medical emergencies or by law enforcement.

Requires the Secretary of State and Department of State Police to implement a process by January 1, 2017 using the L.E.I.N. system to limit law enforcement access to the voluntary emergency contact information.

Permits individuals to indicate veteran status on their license if they request it and provide proof of discharge or separation from armed forces, excluding those dishonorably discharged.

Allows licensees to voluntarily indicate blood type, immunization data, medication data, patient advocate designation, or deaf status in designated places on the license.

Maintains existing penalties for counterfeiting, altering, or fraudulently reproducing driver's licenses, with exceptions for legitimate business purposes and minors attempting liquor code violations.
