Requires the Secretary of State to develop a system by January 1, 2017, allowing law enforcement to access emergency contact information voluntarily provided by identification card holders through the L.E.I.N. or similar system.

Permits individuals to indicate blood type, emergency contact information, immunization data, medication data, or deaf status on their official state personal identification card in a designated location.

Maintains existing identification card requirements including identification number, full legal name, date of birth, physical characteristics, digital photograph, and signature or verification by applicant.

Allows veterans to request a veteran designation on their identification card upon providing proof of discharge or separation from armed forces, with the Secretary of State consulting the Department of Military and Veterans Affairs on verification requirements.

Establishes a donor registry system where the Secretary of State must inquire whether applicants wish to participate in the anatomical gift donor registry and maintain records of those who agree to donate.
