Prohibits disposal of technologically enhanced, naturally occurring radioactive material (TENORM) in landfills unless radium-226 and radium-228 concentrations do not exceed 50 picocuries per gram, averaged per container.

Requires generators to provide written notice to the state's office of waste management and radiological protection before delivering TENORM to landfills, including radium concentration, volume estimate, total radioactivity content, delivery date, and landfill location.

Limits landfills to accepting no more than 2,000 cubic meters of TENORM annually, requiring it be deposited at least 10 feet below the future landfill cap and kept separate from other waste.

Mandates landfill owners and operators to test all received waste for radium content, maintain records of each TENORM shipment, and conduct annual reporting to the state; landfills accepting TENORM must test leachate and groundwater for radium and report results.

Takes effect 90 days after enactment.
