• Amends the Clean, Renewable, and Efficient Energy Act (2008 PA 295) to modify definitions and remove retail rate impact caps that previously limited electric provider compliance costs.

• Eliminates the "revenue recovery mechanism" definition and repeals Section 49, removing previous restrictions on how much renewable energy compliance costs could be passed to customers through surcharges.

• Removes the requirement that electric providers limit retail rate impacts to $3.00/month for residential customers, $16.58/month for commercial secondary customers, and $187.50/month for industrial customers.

• Allows electric providers to recover all actual, reasonable, and prudent costs of renewable energy compliance through customer rates without the prior cost caps, subject to commission oversight.

• Takes effect 90 days after enactment, but only if House Bill 4518 is also enacted into law (tie-bar provision).
