Prohibits employers from discriminating against, disciplining, or discharging employees who are members of the civil air patrol or absent from work to respond to emergencies as civil air patrol volunteers.

Requires employees absent for emergency civil air patrol service to provide as much advance notice as possible and supply verification from the civil air patrol of the emergency need.

Allows employers to treat civil air patrol emergency service time as unpaid time off and does not override existing collective bargaining agreements or employee benefit plans.

Requires civil air patrol members trained in emergency services to notify their employer within 30 days of employment, hire date, or joining the patrol (whichever is latest) that they may be called to emergencies.

Permits current and former employees to bring civil actions for damages or equitable relief to enforce the act; effective date is July 4, 2016.
