Allow the secretary of state to renew a seasonal restricted vehicle group designation up to 1 time per calendar year regardless of whether the designation has expired at the time of renewal.

Establish a 1-year seasonal restricted vehicle group designation for qualified applicants operating group B or C vehicles in farm-related service industries, waiving knowledge and driving skills tests if applicant has held an operator's license for at least 1 year.

Limit seasonal restricted designations to April 2 through June 30 and September 2 through November 30 annually, or alternatively for up to 180 days from issuance within a 12-month period.

Restrict seasonal designation use to routes within 150 miles from business location to served farms and prohibit transport of most hazardous materials, with limited exceptions for diesel fuel (1,000 gallons or less), liquid fertilizers (3,000 gallons or less), and solid fertilizers.

Define "farm related service industry" to include custom harvesters, farm retail outlets and suppliers, agri-chemical businesses, and livestock feeders.
