Amends the definition of "municipality" in the Recreational Authorities Act to include school districts, expanding entities eligible to establish or participate in recreational authorities.

Adds definition of "public historic farm" as publicly accessible land with buildings that provide agricultural and historical programs, farming activities, animal husbandry, community recreation activities, meeting spaces, and community gardens.

Expands the definition of "swimming pool" to include associated equipment, structures, dressing rooms, locker rooms, shower facilities, and toilet rooms.

Takes effect 90 days after enactment (effective September 12, 2016) contingent upon Senate Bill 481 of the 98th Legislature being enacted into law.
