Authorizes private colleges and universities with on-campus housing to establish private college security forces through governing board action, including appointment of private college security officers and assignment of law enforcement duties.

Requires private college security officers to meet Michigan law enforcement training standards and selection qualifications, with exemptions for officers employed and certified as of July 12, 1968.

Allows private college security officers to be sworn as peace officers by local chiefs of police or deputized by county sheriffs under the Commission on Law Enforcement Standards Act, enabling them to exercise full law enforcement authority.

Restricts unsworn private college security officers to exercising powers only on college-owned or leased property and limits their arrest authority under existing law; unsworn officers are not considered law enforcement officers.

Requires colleges appointing sworn private college security officers with full peace officer powers to ensure at least 50% have been employed as certified law enforcement officers for at least 5 years.
