Declares all money and assets of the Michigan Strategic Fund as public money that must be disbursed only as provided by law through appropriations.

Beginning in fiscal year 2016-2017 and each year thereafter, revenue from Indian gaming compact receipts received by the fund shall be deposited into the Michigan Transportation Fund and distributed accordingly.

Clarifies that revenue deposited into the Michigan Transportation Fund shall not include any other revenue the fund receives from Indian gaming compact receipts.

Expresses legislative intent that beginning in fiscal year 2016-2017, the Pure Michigan and business attraction and community revitalization appropriation line items be funded from general fund revenue at amounts not less than what was appropriated in fiscal year 2015-2016.
