• Requires county road commissions and cities/villages to submit proposed warranty programs to the department for approval by February 1, 2016, and implement approved programs within one year.

• Adds section 10f to allocate money from the income tax act proportionally (39.1% to the department, 39.1% to county road commissions, 21.8% to cities and villages) for use in the same manner as existing transportation funds.

• Creates new section 11g requiring the department to collect and publicly report detailed project information for all state-funded road and bridge projects, including cost, design specifications, traffic data, and responsible parties, in a downloadable data file format.
