Mandates annual criminal background checks and driving history reviews for all drivers, prohibiting those with more than 4 moving violations in 3 years, felony convictions within 5 years, or sex offender registry listings.

Requires minimum insurance coverage: limousine carriers must carry $1,000,000 liability; taxicab carriers $300,000 liability; transportation network company drivers must maintain $1,000,000 coverage while engaged in rides and $50,000-$100,000 coverage while logged in but not transporting passengers.

Prohibits local governments from imposing additional taxes, fees, or licenses on these services while allowing airports to establish reasonable operational procedures, and classifies transportation network company drivers as independent contractors under specified conditions.
