Requires persons to obtain a motorcycle endorsement on their operator's or chauffeur's license before operating a motorcycle (other than autocycle) on public streets or highways in Michigan.

Permits special restricted moped licenses to be issued to persons 15 years of age or older without requiring a road test, valid for 4 years with expiration on the licensee's birthday.

Sets moped license fees at $7.50 for original licenses and $6.00 for renewals, with $2.50 and $1.00 respectively refunded to counties or municipalities serving as examining officers.

Establishes penalties for operating a motorcycle without proper endorsement: first violation punishable by up to 90 days imprisonment or $500 fine; subsequent violations punishable by up to 1 year imprisonment or $1,000 fine.

Effective date: February 7, 2017 (90 days after November 9, 2016 enactment).
