Amends Michigan Vehicle Code Section 307 to establish identification and citizenship verification requirements for operator's and chauffeur's license applicants.

U.S. citizens must provide photographic identity document, birth certificate, or other documents as required by the Secretary of State to verify identity and citizenship.

Non-citizens must provide photographic identity document and other documents demonstrating legal presence in the United States, with the Secretary of State authorized to verify legal status through federal agreements.

Applicants must supply full legal name, date of birth, address, and social security number (only as required by federal law), with the social security number not displayed on the license itself.

Establishes security protocols for license production and manufacturing, requires verification of prior licenses from other states, and maintains donor registry information for organ donation purposes.
