Requires individuals responsible for a minor's care to immediately report the minor's death to police or emergency services, with exceptions if another legally-required person reports it or if the individual is unable to report immediately but does so when able.

Requires individuals responsible for a child's care to immediately report the child as missing to police if they do not know the child's location and have not been in contact with the child for 48 hours, with an exception if unable to report immediately but reports when able.

Allows reporting requirements to be satisfied by contacting a 911 emergency operator and providing the reporter's name and address.

Establishes violation as a felony punishable by imprisonment for not more than 4 years or a fine of not more than $5,000, or both.

Defines "child" as an individual less than 13 years of age and "minor" as an individual less than 18 years of age; takes effect 90 days after enactment.
