Amends the Public Employee Relations Act (1947 PA 336) to modify its title by adding language authorizing prohibition of certain subjects in collective bargaining and certain provisions in collective bargaining agreements.

Prohibits negotiation of automatic entitlements to more favorable terms and conditions of employment granted to a police department bargaining unit (with at least 1,000 employees) from being extended to other bargaining units in cities with populations of 500,000 or more.

Voids any provision in a collective bargaining agreement entered after the effective date that attempts to grant such automatic entitlements to non-police bargaining units.

Defines "public police department employee" as city police department employees engaged as police officers, excluding private company employees working under government contracts and employees with solely administrative or supporting duties.

Takes effect 90 days after enactment into law.
