State actions to recover land are not subject to statutes of limitations or laches, but persons with 15+ years of adverse possession can seek other equitable relief to determine title.

Municipal corporations, political subdivisions, and county road commissions cannot be subject to statutes of limitations, laches, adverse possession claims, acquiescence for statutory periods, or prescriptive easements in land recovery actions.

Standard statutes of limitations for personal actions apply to actions brought by the state, state officers, or for the state's benefit, subject to exceptions in subsection (4).

Actions by the state, political subdivisions, or their officers to recover costs of maintenance, care, and treatment in state institutions are not subject to any statute of limitations and may be brought at any time.

Effective date: June 20, 2016 (90 days after March 22, 2016 enactment).
