Increases penalties for individuals 18 years or older who deliver or distribute narcotic drugs or certain controlled substances from Schedule 1 or 2 to minors at least 3 years younger, imposing imprisonment of not less than 1 year up to twice the standard penalty.

Establishes minimum 2-year imprisonment for delivering Schedule 1 or 2 narcotic drugs on or within 1,000 feet of school property or libraries, with possible additional fines up to 3 times the standard penalty.

Sets minimum 2-year imprisonment for possessing with intent to deliver Schedule 1 or 2 narcotic drugs on or within 1,000 feet of school property or libraries, with possible additional fines up to 3 times the standard penalty.

Allows courts to depart from minimum imprisonment terms if substantial and compelling reasons are found on the record.

Effective date of August 23, 2016 (90 days after enactment on May 25, 2016).
