Amends Michigan's mental health code to require that petitions and clinical certificates be maintained as confidential records by the court if an individual is found not to be a person requiring treatment

Prohibits disclosure of petition and clinical certificate records to any person not specifically authorized under the mental health code to receive notice

Requires clinical certificates to be executed by a physician or licensed psychologist within 72 hours before petition filing and after personal examination of the individual

Allows a second clinical certificate to accompany the petition, with at least one certificate executed by a psychiatrist if two are submitted

Effective date of August 8, 2016
