Adds coverage for cranial hair prostheses (human or synthetic) for eligible individuals under age 19 with hair loss caused by a medical condition or medical treatment, with no dollar limits, deductibles, or coinsurance restrictions applied.

Replaces references to "Department of Community Health" with "Department" throughout the statute and updates federal agency references to "Department of Health and Human Services" for consistency with current organizational structure.

Requires clinical laboratories performing creatinine tests to include glomerular filtration rate (eGFR) results reported as a percentage of kidney function remaining in lab reports for eligible individuals.

Requires the director to provide public notice and obtain legislative appropriations committee approval for any proposed changes to statewide reimbursement methods or levels expected to increase or decrease payments by 1% or more within 12 months.

Takes effect 90 days after enactment into law.
