Establishes the "Electronic Open Access to Government Act" requiring the Department of Technology, Management, and Budget to post links on the state website to function and contact information for all executive branch departments and major divisions by January 1, 2018.

Mandates each department webpage include a description of primary functions, telephone number, and email address for public contact at no cost.

Requires graphical organization charts displaying major divisions/subunits with supervisor names, position titles, civil service classification, contact information, and reporting relationships.

Directs the Department of Technology, Management, and Budget to develop standardized format guidelines ensuring uniform, intuitive, and searchable access to information across all departments.

Requires each department to provide quarterly updates to all posted information and cooperate with the Department of Technology, Management, and Budget in implementation.
