Establishes a statewide internet-based monitoring system to track marihuana transfers, inventory, and sales in commercial medical marihuana trade, operated by the Department of Licensing and Regulatory Affairs.

System must verify registry identification cards, record date/time/quantity/price of all sales or transfers to registered patients or caregivers, and determine whether transactions exceed permissible limits under the Michigan Medical Marihuana Act.

Allows integration with third-party inventory control and tracking systems to enable access by licensees, law enforcement, and authorized state agencies to enforce and administer marihuana licensing laws.

Requires the department to seek competitive bids for system establishment and operation, with contract awardee required to deliver a functioning system within 180 days and prohibited from disclosing system information for any purpose other than enforcement of marihuana laws.

Information in the system is confidential and exempt from Freedom of Information Act disclosure, except when used to enforce marihuana licensing and regulatory laws; effective date is December 20, 2016, contingent on enactment of House Bill 4209.
