Amends Michigan's Department of Management and Budget purchasing authority to prioritize Michigan-based firms, clean corporate citizens, and biobased products sourced in-state when all other factors are equal.

Requires competitive bidding for all state purchases unless procurement is for emergency/imminent public health threats, emergency repairs, or declared states of emergency or energy emergency.

Establishes a 10% contract preference for qualified disabled veterans and sets an annual goal for the department to award at least 5% of total expenditures for construction, goods, and services to qualified disabled veteran-owned businesses.

Requires the department to annually report to the legislature on qualified disabled veteran participation in state contracts and to make recommendations regarding continuation or adjustment of the 5% goal percentage.

Defines "qualified disabled veteran" as a business entity that is 51% or more owned by one or more veterans with service-connected disabilities, with honorable or general discharge status.
