Each county shall establish an automation fund receiving money deposited by the county register of deeds for technology upgrades in the register's office.

Counties with populations of 100,000 or more shall limit automation fund balances to $50,000, with excess amounts deposited into the county general fund for technology upgrades as determined by the county board of commissioners.

Counties with populations less than 100,000 shall limit automation fund balances to $20,000, with excess amounts transferred to the county general fund for technology upgrades as determined by the county board of commissioners.

Register of deeds shall expend automation fund fees for upgrading technology, prioritizing search capabilities through equipment, supplies, and systems that allow automated processing of documents, instruments, maps, and other recorded items.

Register of deeds shall begin implementing procedures by June 29, 2003, to process and make available all recorded items using automated procedures and advanced technology to the maximum extent feasible.
