Prohibits law enforcement agencies from allowing their officers to participate in, assist with, or be present at voluntary motor vehicle checkpoints operated by private companies or research groups that collect human samples from consenting drivers for research or statistical purposes.

Defines "human sample" to include cheek swabs, blood, urine, saliva, hair, or other body fluids from which DNA may be derived and that would normally require a court order to obtain.

Applies the prohibition regardless of whether the checkpoint is federally funded, operated under a federal contract, or whether participating drivers receive compensation.

Establishes definitions for "law enforcement agency" (including state police, DNR, and county/local/university law enforcement) and "law enforcement officer" (certified officers, local corrections officers, and emergency dispatch workers).

Takes effect 90 days after enactment.
