HB 4881 Summary

• Extends the net metering program design period from 10 years to 20 years.

• Removes the requirement that customer generation capacity be limited to meeting only the customer's electric needs, allowing customers to generate excess capacity.

• Eliminates the 1% statewide net metering cap on utility peak load and associated capacity allocation limits by customer system size (previously 0.5% for systems ≤20 kW, 0.25% for systems >20 kW but ≤150 kW, and 0.25% for systems >150 kW).

• Changes customer selection criteria from first-come, first-served basis to selection solely based on meeting interconnection and equipment requirements; requires utilities to demonstrate to the commission that any restrictions are necessary for public health, safety, or system integrity.

• Removes provisions distinguishing "true net metering" for systems ≤20 kW and "modified net metering" for larger systems.
