Allows specially designated merchant license holders to obtain a secondary location permit to sell beer and wine at a secondary location with motor vehicle fuel pumps, subject to commission approval.

Requires secondary location applicants to submit an application with a $100 initial permit fee and a diagram showing the distance between fuel dispensing and alcoholic liquor sales points; renewal fee is $100.

Permits primary and secondary locations to be considered as one premises for minimum inventory requirements ($250,000 at cost) if the primary location is not a neighborhood shopping center.

Allows subsidiaries or affiliates of specially designated merchants to operate secondary locations and sell beer and wine under the merchant's license if they share the same ultimate controlling party.

Effective date is July 11, 2016 (90 days after enactment on April 12, 2016).
