Establishes the "Veterans Service Dog Act" and creates a grant program administered by the Department of Military and Veterans Affairs to provide grants for acquiring service dogs for eligible veterans.

Requires veterans to contribute at least 50% of the service dog cost, with a maximum veteran contribution of $3,000, with the grant covering the remaining costs.

Creates the Veterans Service Dog Fund within the state treasury with an accumulated principal limitation of $5,000,000 (exclusive of interest and earnings); excess funds are transferred to the Michigan Veterans' Trust Fund.

Specifies that grant applications must include information about the service dog provider, total cost, requested grant amount, veteran's contribution with documentation, and a letter of support from a congressionally chartered veterans organization or department-approved organization.

Limits fund expenditures to grant issuances and up to 10% of appropriated money for employment of no more than 1 FTE to administer the program; requires the department to report on fund activities to relevant legislative committees at least every 5 years.
