Increases service of process fees across multiple categories: personal service of summons and complaint from $23.00 to $26.00; garnishment from $20.00 to $23.00; claim and delivery seizure orders from $37.00 to $40.00; and eviction orders from $37.00 to $40.00.

Raises fees for receiving and filing bonds in claim and delivery actions from $17.00 to $20.00, service by mail from $10.00 to $13.00, and incorrect address fees from $10.00 to $15.00.

Removes the automatic $1.00 annual fee increases that were scheduled for October 1, 2013, 2014, and 2015.

Adds new verification services that process servers may charge for: global positioning service verification, photo verification, and postal change of address verification, each at $10.00 per request.

Takes effect 90 days after enactment, contingent upon enactment of House Bills 5359 and 5360.
