Prohibits confinement of juveniles in police stations, prisons, jails, lock-ups, or reformatories while awaiting trial, and prevents them from being transported with or associating with criminal persons.

Removes previous exceptions allowing court-ordered confinement of juveniles with behavioral issues in adult detention facilities in separate rooms or wards.

Eliminates prior provisions allowing juveniles or individuals under 17 years of age charged with felonies in Detroit circuit court or designated probate court cases to be held in county jails pending trial.

Changes age threshold from 17 to 18 years old for individuals subject to court-ordered alternative confinement upon motion and for good cause shown.

Requires trial courts to grant credit against sentences for time served in juvenile facilities before sentencing when a person is convicted and had been held in pre-trial detention due to inability to furnish bond.

Effective October 1, 2018, contingent upon enactment of House Bills 4957 and 4959.
