Raises the age threshold for circuit court jurisdiction over specified juvenile violations from 17 years old to 18 years old.

Defines "specified juvenile violations" to include violations of Michigan Penal Code sections 72, 83, 86, 89, 91, 316, 317, 349, 520b, 529, and 529a (removes section 531).

Includes violations of sections 84 and 110a of the Michigan Penal Code when a juvenile is armed with a dangerous weapon, defined as firearms, knives, brass knuckles, blackjacks, clubs, or objects designed or carried as weapons.

Covers attempts, conspiracies, and solicitations to commit specified violations, as well as lesser included offenses and other violations arising from the same transaction.

Takes effect October 1, 2018, contingent upon enactment of House Bills 4960 and 4962.
