Amends Michigan's Social Welfare Act to establish definitions and funding mechanisms for juvenile justice services provided by counties, including intake, detention, probation, foster care, and diagnostic evaluation services.

Establishes a juvenile justice funding system for counties that are not county juvenile agencies, administered by the Department of Human Services through a child care fund with 50% state reimbursement of eligible county expenditures.

Provides full state funding for foster care administrative rate increases of $3.00 per provider until September 30, 2016, and full funding for administrative rates for treatment foster care and foster care services for cases established after October 1, 2013 until September 30, 2016.

Requires the department to implement a prospective payment system for foster care case management in counties with population between 575,000-650,000, with county contributions capped at the average of previous five years' contributions.

Directs the department to pay 100% of costs exceeding a benchmark amount for juvenile justice services for 17-year-olds prosecuted in adult criminal courts, as determined by a legislature-commissioned study.

Takes effect October 1, 2018, contingent upon enactment of House Bills 4947-4954.
