Requires the Department of Corrections to develop policies by October 1, 2016 ensuring inmates under 21 years of age receive age-appropriate out-of-cell programming and outdoor exercise at least 5 days per week, including those in punitive or administrative segregation.

Mandates the Department of Corrections develop policies by January 1, 2017 to ensure inmates under 21 years of age are released from their cells each day, including those in punitive or administrative segregation.

Requires policies developed under the January 1, 2017 deadline to be based on guidelines for restraint and seclusion established under sections 740 and 742 of the Mental Health Code (MCL 330.1740 and 330.1742).

Effective date of October 1, 2018.
