Adds exemption from state park entry permit requirements for motor vehicles participating in car shows, classic car cruises, or other automobile history events if the vehicle displays a valid historic registration plate or authentic Michigan registration plate.

Exempts vehicles registered under specific Michigan vehicle code sections (803e with tax exemption, 217d, or 803f) from recreation passport fee requirements for state park entry.

Allows the department director or designee to waive permit requirements for department-sponsored events or other circumstances at their discretion.

Maintains existing requirements that nonresident and commercial motor vehicles display valid park permits, and resident vehicles pay recreation passport fees, except under specified exemptions.

Takes effect 90 days after enactment.
