Allows county boards of commissioners to create county departments of veterans' affairs administered by committees of 3 to 7 veterans appointed by the board.

Requires committee members to be county residents who have served honorably on active duty in the United States Armed Forces and have demonstrated knowledge, skills, and experience in public service, business, or finance.

Mandates committee membership include at least 1 representative from a congressionally chartered veterans' organization (recommended by posts within the county) and at least 1 independent member.

Sets committee member terms at 4 years with staggered scheduling to limit vacancies to no more than 2 per year, with vacancies filled using the same appointment process as original appointments.

Allows county board members to be eligible for appointment to the veterans' affairs committee, and requires notice of openings to be published in local newspapers and provided to veteran service organizations.
