Amends the Foster Care and Adoption Services Act to establish the "children's assurance of quality foster care policy" that the Department must develop, implement, and make publicly available within 90 days of the bill's effective date.

Requires the Department to include current and former foster children in developing the policy and ensures foster children receive specified protections including fair treatment, placement with relatives and siblings when appropriate, timely school enrollment, access to medical and mental health services, and adequate food, clothing, and shelter.

Prohibits abuse, excessive physical restraint, discrimination, harassment, and corporal punishment in foster care settings, with child caring institutions required to report detailed incident reports to the Department when physical restraint is used.

Establishes a grievance procedure allowing foster children to file complaints about noncompliance with policy requirements, with the supervising agency required to respond within 30 days and unresolved grievances escalable to the Department's office of family advocate and ultimately to court petition.

Limits remedies available under the policy to injunctive relief only and conditions the bill's effectiveness on concurrent enactment of House Bills 4977 and 4978.
