Expands prescription authority to allow pharmacists to dispense prescriptions written by out-of-state veterinary prescribers, subject to the same conditions as in-state veterinarians, including verification of licensure and authorization to prescribe controlled substances in their home state.

Adds out-of-state veterinary prescribers to controlled substance dispensing prohibitions, requiring pharmacists to verify that such prescribers are authorized under their state's laws to prescribe controlled substances before dispensing.

Establishes veterinary licensing fees effective after December 31, 2018, including application processing ($25 for veterinarians, $15 for technicians), annual license fees ($70 for veterinarians, $40 for technicians), and examination fees ($130 complete, $65 per part for technicians).

Clarifies provisions regarding service of notices to licensees and registrants by mail or electronic mail, and renews requirements for reporting address and contact changes within 30 days.

Effective date is June 13, 2016, contingent on enactment of House Bill 4408 of the 98th Legislature.
