Creates the impaired driving safety commission within the Michigan Department of State Police to research and recommend a scientifically supported THC bodily content threshold for per se impaired driving.

Commission shall consist of the state police director, one licensed physician, one forensic toxicologist, one registered medical marijuana patient, and two professors from different public research universities, all appointed by the governor within 90 days of the effective date.

Commission duties include identifying grant sources, funding research at a public university to determine appropriate THC thresholds, collecting and analyzing impaired driving information, and reviewing related state and federal laws.

Commission must file a final report to the governor, senate majority leader, and speaker of the house within 2 years of the effective date, including research results and recommendations for legislative action.

Act is repealed upon filing of the final report or 2 years after the effective date, whichever occurs first; effective date is March 21, 2017.
