Renames the "grape and wine industry council" to the "Michigan craft beverage council" effective upon passage of the 2016 amendatory act.

Expands council membership to include representatives from beer, spirits, and hops industries, including large brewers, micro brewers, small distillers, and beer and wine wholesalers.

Adds nonvoting members including representatives from the Michigan Restaurant Association, Michigan Licensed Beverage Association, Michigan Lodging and Tourism Association, and Michigan Beer and Wine Wholesalers Association.

Expands council duties to include research, marketing, and financial aid programs for hops, barley, beer, and spirits in addition to existing wine and grape initiatives.

Changes council member terms from 2 years to 3 years, with initial staggered terms of 1, 2, or 3 years, and limits members to maximum 2 consecutive terms.
