Requires insurers to electronically transmit automobile insurance policy information to the Secretary of State immediately upon policy issuance, including insured name, address, vehicle identification number, and policy number for private passenger nonfleet automobiles.

Requires insurers or insurance producers to notify the Secretary of State electronically and immediately when an automobile insurance policy expires, is terminated, or is canceled, including vehicle identification number, policyholder information, policy number, and date/time of expiration or cancellation.

Directs the Secretary of State to provide received policy information to the Department of Health and Human Services until December 31, 2018, to comply with 2006 PA 593, and requires confidentiality of this information except for disclosure to that department or pursuant to court order.

Increases criminal penalties for operating a motor vehicle or motorcycle without required insurance security from a fine of $200-$500 for first offense to $500 maximum for first offense or $1,000 for second or subsequent offense, with possible imprisonment up to 1 year.

Takes effect 90 days after enactment and is contingent upon passage of Senate Bill or House Bill 5032.
