Amends the 2014 minimum wage law to clarify definitions of "Commissioner," "Employ," "Employee," and "Employer" under MCL 408.412

Defines "Employee" as an individual at least 16 years old employed by an employer on the employer's premises or at a fixed site designated by the employer, including minors subject to the youth employment standards act

Defines "Employer" as a person, firm, or corporation with 2 or more employees at any time within a calendar year, including state and local government entities

Specifies that in franchise agreements, the franchisee is considered the sole employer of workers unless otherwise specifically provided in the franchise agreement

Takes effect May 23, 2016 (90 days after enactment on February 23, 2016)
