Creates a new misdemeanor offense punishable by imprisonment for not more than 1 year or a fine of not more than $1,000, or both, for selling, giving, or furnishing poison, controlled substances, or weapons to a medically frail parolee while knowing their status.

Establishes criminal liability for assisting a medically frail parolee in absconding from parole or leaving a medical facility where they were placed as a parole condition, with an exception when the person intends to assist the parolee in leaving.

Prohibits knowingly causing a medically frail parolee to have contact with a person from whom they are prohibited from contacting under their parole conditions or a valid personal protection order.

Creates exceptions to allow aiding a medically frail parolee to leave a medical facility without criminal liability when necessary for medical services at a different facility, during a medical emergency, or due to natural disaster, fire, or infrastructural failure.

Defines key terms including "medically frail parolee" (one granted parole under Michigan Corrections Code section 35(10)), "medical facility," and "controlled substance" by reference to the Public Health Code.
