Amends Michigan Penal Code sections 282 and 383a to create alternative penalties for tampering with water utility lines specifically to avoid service shutoff due to inability to pay.

First offense for water utility line tampering: state civil infraction with optional community service up to 100 hours instead of criminal charges.

Second offense for water utility line tampering: state civil infraction with optional fine up to $500.00 instead of criminal charges.

Third or subsequent offense for water utility line tampering: misdemeanor with fine up to $1,000.00.

All other violations of utility tampering provisions remain subject to existing criminal penalties (misdemeanor for damages under $500, felony for damages exceeding $500).
