Creates a Water Rate Affordability Program (WRAP) within the department to reduce water and sewerage bill arrearages and ensure eligible customers' monthly bills are based on household income.

Defines eligible customers as those with household income not exceeding 200% of federal poverty guidelines or receiving state emergency relief, food assistance, medical assistance, or other federal/state public assistance.

Requires the department to complete income eligibility review within 30 days of receiving a signed nonaffordability affidavit and determine affordable rates or provide subsidies to eligible customers.

Establishes a task force to advise on best practices and create an implementation plan by March 1, 2016, with program launch by October 1, 2016.

Creates a Water Rate Affordability Program Fund in the state treasury to receive contributions including voluntary checkoffs on water bills, with funds used for program administration and subsidies to eligible customers.
