• Restructures the State Construction Code Commission to include a fire protection specialist from the Bureau of Fire Services designated by the State Fire Marshal, rather than limiting representation to the State Fire Marshal alone.

• Modifies commission membership by replacing permanent representatives from four advisory boards (barrier free design, electrical administrative, plumbing, and mechanical rules) with single designees from each board's chairperson.

• Maintains 12 governor-appointed residents on the commission including one individual each from industrial management, architecture, engineering, building contracting, organized labor, and premanufactured building; three municipal building inspectors; two from the general public; and one licensed residential builder.

• Establishes that governor-appointed members serve 4-year terms with the governor designating a chairperson, while the vice-chairperson and other officers are elected from governor-appointed members only.

• Clarifies the commission exercises independent statutory functions except for budgeting, personnel, and procurement functions under director supervision, with all commission business conducted at public meetings compliant with Michigan's open meetings and freedom of information laws.
