Prohibits solicitation within 15 feet of any bank entrance/exit or automated teller machine without permission of the bank or ATM owner.

Prohibits aggressive solicitation in public areas, including making physical contact without consent, approaching/following in a threatening manner, obstructing passage, using obscene language, or continuing to solicit after being refused.

Establishes a civil infraction with a fine of no more than $100 for violations of the aggressive solicitation prohibition.

Does not prohibit concurrent criminal charges or other violations arising from the same transaction.

Allows counties, cities, townships, and villages to adopt or enforce their own ordinances relating to aggressive solicitation; takes effect 90 days after enactment but is contingent on passage of House Bill 5104 or a related Senate bill.
