Removes "begging in a public place" as a disorderly person offense under MCL 750.167, eliminating criminal penalties for panhandling.

Renumbers subsequent subsections (h) through (k) to (h) through (j) to account for the removal of the begging provision.

Adds explicit protection that a mother's breastfeeding or expressing breast milk does not constitute indecent or obscene conduct, regardless of whether her areola or nipple is visible.

Takes effect 90 days after enactment, contingent upon passage of House Bill 5103 or Senate Bill No. ____ (tie-barred legislation).

Maintains all other disorderly person definitions including vagrancy, loitering in illegal establishments, and soliciting services at public buildings.
