Assessment on health insurance carriers and third party administrators set at 1% of paid claims for services from January 1, 2012 through June 30, 2014, then reduced to 0.75% for July 1, 2014 through July 1, 2020.

Assessment increases to 1.0% if federal government notifies the state that use tax revenues on Medicaid managed care organizations will not be federally reimbursed.

Annual assessment cap of $10,000 per insured individual or covered life, with proportional credits issued when total revenue exceeds $400 million (adjusted for medical inflation, capped at $450 million beginning July 1, 2014).

Revenue collected deposited into health insurance claims assessment fund and dedicated to financing Medicaid managed care organization expenditures and payment of credits or refunds.

Repeals the sunset provision from the original 2011 PA 142, extending the assessment program beyond its original expiration date.
