Creates the "Human Trafficking Notification Act" requiring human trafficking notices to be posted in rest stops, welcome facilities, public transportation stations, public airports, adult entertainment establishments, and properties found by courts to be public nuisances due to prostitution or human trafficking.

Requires notices to be at least 8.5" x 11" with boldfaced 14-point font containing information about the National Human Trafficking Resource Center hotline (1-888-373-7888) and text option (233733), posted in English, Spanish, and other languages as determined by the Department of Licensing and Regulatory Affairs.

Department of Transportation and local units of government operating transportation facilities must post notices in a conspicuous manner clearly visible to the public and employees.

Violations subject to 48-hour compliance notice, with fines up to $250 for a second violation within one year and up to $500 for a third violation within one year.

Effective July 4, 2016, contingent on sufficient appropriated funds to the Department of Licensing and Regulatory Affairs.
