Requires water suppliers to notify users within 3 business days when the department of environmental quality confirms an exceedance of the lead action level under Michigan Administrative Code Rule 325.10410.

Mandates public advisories be issued in a form and manner designed to reach all persons served by the public water supply, using at least one communication method including broadcast media, conspicuous posting, hand delivery, or department-approved alternatives.

Maintains existing requirement for water suppliers to notify users of any noncompliance with state drinking water standards in a form and manner prescribed by the department.

Provides legal protection by prohibiting use of notifications or public advisories received under this section in litigation, except in prosecutions for perjury or false statements.
