Expands school administrator employment requirements to include school districts, public school academies, educational management organizations, and intermediate school districts.

Requires administrators employed before January 4, 2010 to complete continuing education requirements prescribed by rule; those employed after that date must possess a valid Michigan school administrator's certificate.

Mandates professional development plans based on state board-approved standards for professional learning, including training on teacher and peer evaluations, collaboration methods, and student assessment data interpretation.

Allows employment of individuals enrolled in a school administrator certification program under section 1536, with a 3-year deadline to complete certification requirements or lose employment eligibility.

Requires the Department of Education to develop and implement professional development guidelines within 90 days; bill takes effect 90 days after enactment and is contingent on passage of HB 5156, HB 5158, and HB 5159.
